Assistant Public Works Superintendent

GENERAL PURPOSE:

Under general direction, plans, directs, and administers all programs, activities and operations of the Water and Wastewater Divisions of the Public Works Department, including the sewer treatment plant; oversees equipment purchasing and maintenance; reports and documents allplans and schedules; develops and maintains all required records; develops, implements, and reviews policies, procedures and practices for all operations within the Division; and ensures the divisions
are run efficiently and effectively and that all policies and practices established by the Cityand industry are followed.

PRIMARY DUTIES AND RESPONSIBILITIES:

The following duties are not intended to serve as a comprehensive list of all duties performed by the individual in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties as assigned.

  • Plans, directs, coordinates, and reviews the work of assigned staff; assigns tasks and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
  • Coaches, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the assigned unit/area and all related staff and takes appropriate corrective action when necessary; provides advice and counsel to staff; develops or assists with developmental work plans for staff; implements or recommends corrective actions, discipline and termination procedures as appropriate/necessary.
  • Plans, schedules, and organizes all operations in accordance with industry standards for the Water and Wastewater Divisions including specific programs such as training, and facility maintenance; and reports and documents all plans and schedules.
  • Listens, responds, and investigates all citizen and staff concerns related to the Divisions operations; documents all calls
    regarding citizen complaints; and
    resolves complaints as appropriate.
  • Develops and maintains all records related to the Division including citizen inquiries, personnel, equipment, supplies and materials; develops and oversees plans for equipment needs and purchasing.
  • Attends and participates in Public Works meetings including staff meetings, City Council meetings, and others as requested/required.
  • Delegates work tasks, projects, and/or operations as needed to provide an efficient and productive Division; and operates all equipment and works directly with all personnel as needed to complete projects and/or work tasks on time and in the most efficient and safe manner.
  • Develops, implements, and reviews policies, procedures, and practices for all operations within the Divisions.
  • Establishes and reviews the annual budget for the Divisions; monitors and adjusts budgets as necessary; monitors and manages expenditures; forecasts needs; identifies shortfalls; and determines more efficient methods.
  • Establishes, implements, and reviews training programs for the Division.
  • Supports the relationship between the City of Belton and the constituent population by providing excellent customer service; promotes the City goals and priorities in compliance with all policies and procedures; maintains absolute confidentiality of work-related issues, client records and City information; and performs related duties as required or assigned.
  • Ensures that job duties are completed in strict adherence to established safe work practices, keeping and reporting to state and federal agencies including Environmental Protection Agency (EPA) and Missouri Department of Natural Resources (MoDNR).

MINIMUM QUALIFICATIONS:

Required knowledge, skills, and abilities:
  • Operations, services, and activities of a City Public Works Department.
  • Efficient methods and procedures for scheduling and accomplishing street maintenance services.
  • The operation of a variety of equipment and tools used in street maintenance and repair.
  • Manufacturer and equipment and vehicle manuals, repair manuals and parts purchasing catalogs.
  • Pertinent federal, state, and local laws, codes, and regulations affecting area of assignment.
  • Structure, organization and inter-relationships of city departments, agencies, and related governmental agencies and offices affecting assigned functions.
  • Effective communication principles and practices.
  • Principles and practices of governmental budget preparation and administration.
  • Records management methods and techniques.
  • Advanced project management practices and techniques.
  • English usage, spelling, grammar, and punctuation.
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
  • Principles of supervision, training, and performance evaluation
  • Utilizing personal computer software programs and other relevant software affecting assigned work and in compiling and preparing spreadsheets.
  • Establishing and maintaining effective working relationships with staff, management, vendors, outside agencies, community groups and the general public.
  • Using engineering survey instruments, determining types and causes of pavement failures and taking remedial action.
  • Operating various street maintenance equipment and tools.
  • Reviewing, reading, analyzing, and interpreting equipment repair and maintenance manuals and parts catalogs.
  • Delegating authority and work tasks.
  • Interpreting and applying applicable federal, state, and local policies, laws, and regulations.
  • Analyzing and reviewing budgetary information to determine the impact on the assigned area and the City.
  • Establishing, tracking and maintaining
    accurate files and records.
  • Responding to inquiries and in effective oral and written communication.
  • Supervising, leading, and delegating tasks and authority.

Education and Experience:
  • Associates Degree in Construction Management, Engineering, or related field.
  • Five years of increasingly responsible experience in street/water/wastewater maintenance that includes construction, maintenance and repair work and a working knowledge of the practices, procedures, and regulations of a municipal street/water/wastewater
    maintenance operations; that includes two years of supervisory, budgetary, and management responsibility; OR an equivalent combination of education, training and experience.
  • Possession of a valid State Driver's License.
  • CDL, FEMA ICS and IMSA Traffic Technician certifications and other licenses/certifications may be required within a specific time period after hire.

Physical Requirements:
  • Work is generally performed in a standard office environment with some work being performed in the field.
  • Occasionally is required to lift and carry items weighing up to 100 pounds.
  • Occasionally is exposed to dangerous machinery, extreme weather conditions, potential physical harm, hazardous chemicals, and infectious disease when conducting on-site inspections of street maintenance and repair, operating street maintenance equipment and tools, and other related duties.
